Mo. Rev. Stat. § 8.820 – Baseline for energy consumption and costs for all buildings owned or leased by state

The division, in conjunction with the department, shall compile data on energy consumption and energy costs for all buildings owned or leased by the state or a state agency to establish a baseline for energy consumption and expenditures in buildings owned or leased by the state or a state agency using existing data to the maximum extent possible.
