PURPOSE: This rule establishes the discretion left to the commission to enter into or not enter into contracts with any person.

1. (1) Nothing contained herein shall be construed to limit the authority of the Missouri Housing Development Commission (commission) to contract or to refrain from contracting within the discretion allowed by law.
