PURPOSE: This rule establishes emission limits for existing hospital, medical, and infectious waste incinerators. The pollutants regulated include metals, particulate matter, acid gases, organic compounds, carbon monoxide, and opacity. This rule includes requirements for operator training and qualification, waste management, compliance and performance testing, monitoring, and reporting/record keeping.

1. (1) Applicability.

   1. (A) Except as provided in subsection (1)(B) of this rule, this rule applies to each individual hospital or medical/infectious waste incinerator (HMIWI)—

      1. 1. For which construction was commenced on or before

June 20, 1996, or for which modification was commenced on or before March 16, 1998; or

1. 2. For which construction was commenced after June

20, 1996, but no later than December 1, 2008, or for which modification is commenced after March 16, 1998, but no later than April 6, 2010.
