The commissioner may review the existing services and facilities to meet trafficking victims' needs and recommend a plan that would coordinate the services including, but not limited to:

1. (1) medical and mental health services;
2. (2) housing;
3. (3) education and job training;
4. (4) English as a second language;
5. (5) interpreting services;
6. (6) legal and immigration services; and
7. (7) victim compensation.
