Any commissioned officer of a United States state or territory military force who meets the following qualifications may be accepted by the state judge advocate to conduct any and all administrative or Minnesota Code of Military Justice activities under this code and is exempt from section 481.02:

1. (1) has served as a member of the Judge Advocate Generals Corps for not less than two years;
2. (2) is currently certified as competent for such duty by the Judge Advocate General of the military force of which the individual is a member; and
3. (3) is a member of good standing of the bar of the highest court of any state.
