The department shall provide management assistance if requested by a district. The assistance may include:

1. (1) developing data and assumptions for the district to use in setting priorities and goals and in considering management and organizational alternatives; and
2. (2) analyzing and assessing alternative methods of organization and management, including opportunities for coordination and cooperation with other districts, and assessing the relative costs and benefits of the alternatives.
