1. (1) A special license may be issued subject to such special conditions or limitations as the commissioner deems prudent and determines to be consonant with the dignity of the state, the general welfare of the people and the dignity and integrity of the bureau. These limitations or conditions include, but are not limited to, the following:

   1. (a) License period.
   2. (b) Hours or days of sale.
   3. (c) Location of sale.
   4. (d) Specific business or organization which may sell tickets.
   5. (e) Specific sporting, charitable, social, or other special events where lottery tickets may be sold.
   6. (f) Special selling or dispensing methods.
2. (2) Retailers holding special licenses are subject to all rules promulgated by the bureau.
