1. (1) Pedestrians are subject to traffic-control signals at intersections as provided in section 613 of the act and part 4 of this code. At all other places, pedestrians shall be accorded the privileges, and shall be subject to the restrictions, stated in this part.
2. (2) A person who violates this rule is responsible for a civil infraction.
