(1) Before entering into an agreement of sale, a dealer who sells a late model salvage vehicle which has been repaired shall certify to the buyer in writing that the vehicle was previously distressed.
(2) The certification may be written or printed directly on a document which evidences the agreement or on a separate document attached to the agreement.
