1. 1. Investigatory powers To aid the commission in determining if a dealer or retail store is selling fluid milk below cost, the commission may:

   1. A. Conduct investigations and hearings;

   2. B. Subpoena and examine under oath persons possessing relevant information, including, but not limited to, dealers and retail stores and their officers, agents and representatives;

   3. C. Subpoena and examine the business records, books and accounts of dealers, retail stores or other persons who possess relevant business records, books or accounts; and

   4. D. Inspect at reasonable times the business records, books and accounts of a dealer or retail store at the dealer's or store's office or place of business.

2. 2. Oaths and subpoenas Any member of the commission or any employee designated by the commission may sign subpoenas and administer oaths to witnesses.
