1. 1. Administrative responsibilities The authority is responsible for the administration of the:

   1. A. Speculative industrial building program, pursuant to section 13120‑N;

   2. B. Commercial Facilities Development Program, established under section 13120‑P; and

   3. C. Such other programs as the authority may by law be authorized to administer.

2. 2. Programs and policies In implementing its powers, duties, responsibilities and programs, the authority shall consider the state economic development strategy and the policies and activities of the department.
