The commissioner may inquire into any improper conduct imputed to state institutional officers in relation to the concerns of their institutions, and for that purpose may:

1. 1. Subpoenas Issue subpoenas for witnesses and compel their attendance and the production of papers and writings by punishment for contempt in case of willful failure, neglect or refusal;

2. 2. Examination of witnesses Examine witnesses under oath; and

3. 3. Adjudication Adjudicate cases of alleged improper conduct in a manner similar to and with similar effect as cases of arbitration.
