1. 1. Powers and duties The commissioner has the following powers and duties:

   1. A. To review the function and operation of the board and regional councils to assure that these organizations are in compliance with their statutory and public service responsibilities;

   2. B. To act as a liaison between the board and other administrative units within the department, with the Governor and the Legislature;

   3. C. To carry out the requirements as set forth in this chapter or as delegated by the board through rules; and

   4. D. To provide the staff and administrative support necessary for the board to carry out its function.
