In addition to the grounds enumerated in Title 10, section 8003, subsection 5‑A, paragraph A, the director may deny a license, refuse to renew a license or impose the disciplinary sanctions authorized by Title 10, section 8003, subsection 5‑A for:

1. 1. Operating under the influence Operating or being in charge of a plant while under the influence of intoxicating beverages or narcotic drugs;

2. 2. Physical or mental incapacity Suffering from physical or mental incapacity that would jeopardize physical property or lives in the exercise of the license; or

3. 3. Operating without authority Operating or having charge of a plant over which the licensee or applicant lacked authority.
