Through the exercise of its home rule authority, subject to the express limitations and requirements of this subchapter, every municipality may:

1. 1. Planning Plan for its future development and growth;

2. 2. Growth management program Adopt and amend local growth management programs, including comprehensive plans and implementation programs, consistent with the procedures, goals and guidelines established in this subchapter; and

3. 3. Other Do all other things necessary to carry out the purposes of this subchapter.
