As used in this chapter, unless the context otherwise indicates, the following terms have the following meanings.

1. 1. Public agency "Public agency" means:

   1. A. Any political subdivision of the State, as defined in section 2252, or any adjoining state; or

   3. C. Any agency of State Government or the Federal Government.

2. 2. Party "Party" means a public agency or the following federally recognized Indian tribes or their political subdivisions:

   1. A. The Passamaquoddy Tribe;

   3. C. The Houlton Band of Maliseet Indians.
