In carrying out this article the division shall:

1. 1. Rules Prescribe rules governing:

   1. A. The maintenance of a roster of blind persons eligible to become managers and the issuance of licenses;

   2. B. A fair hearing. In the case of a manager desiring to appeal a decision, the division shall appoint a hearing board consisting of 3 persons, one to be chosen by the manager, one to be chosen by the division and the 3rd person chosen by the other 2 persons. The decision of the board is final;

   3. C. The right to, the title to and the interest in vending facility equipment and stock; and

   4. D. The civil rights of managers;

3. 3. Surveys Conduct surveys to find locations where vending facilities may be operated by blind persons and establish vending facilities as it determines appropriate;

4. 4. Management Provide management and supervisory services determined necessary to ensure that each vending facility is operated in the most effective and productive manner possible;

5. 5. Plans Provide plans and specifications for proposed vending facilities and equipment to the appropriate officer, board or authority for approval prior to installation; and

6. 6. Other action Take any other action necessary or appropriate to carry out the purposes of this article.
