The Legislature shall annually, prior to March 15th, enact legislation to:

1. 1. Appropriation for state share of adjustments, debt service and operating; single account Appropriate the necessary funds for the State's share for general purpose aid for local schools with a separate amount for each of the following components:

   1. A. Adjustments and miscellaneous costs described in sections 15689 and 15689‑A, including an appropriation for special education pupils placed directly by the State, for:

      1. (1) Tuition and board for pupils placed directly by the State in accordance with rules adopted or amended by the commissioner; and

      2. (2) Special education tuition and other tuition for residents of state-operated institutions attending programs in school administrative units or private schools in accordance with rules adopted or amended by the commissioner;

   2. B. The state share of the total operating allocation and the total debt service allocation described in sections 15683, 15683‑A and 15683‑B;
