1. 1. Payment for the costs advanced The payment for the costs, if any, of initial genetic testing must be advanced:

   1. A. By the department in a proceeding in which the department is providing services;

   2. B. By the individual who made the request;

2. 2. Reimbursement In cases in which the payment for the costs of initial genetic testing is advanced pursuant to subsection 1, paragraph A, the department may seek reimbursement from a person who is rebuttably identified through the genetic testing as the genetic father or genetic mother.
