Subject to other provisions of this chapter, a proceeding to adjudicate parentage may be maintained by:

2. 2. Woman giving birth The woman who gave birth to the child;

4. 4. Department of Health and Human Services The department; or

5. 5. Representative of individual A representative authorized by law to act for an individual who would otherwise be entitled to maintain a proceeding but who is deceased, incapacitated or a minor.
