Participation in a fantasy competition is prohibited for:

1. A. An individual under the age of 18;
2. B. A Commission member;
3. C. An employee of the Agency;

4. D. An individual who lives in the same principal residence as a Commission member or an employee of the Agency and is the member’s, or employee’s:

   1. (1) Spouse;
   2. (2) Child;
   3. (3) Sibling; or
   4. (4) Parent or parent-in-law; or
5. E. An individual who has under COMAR 36.09.05.
