1. A. Numbered Seals Required. Any seal used by a local board shall be numbered.
2. B. Reception Team to Receive. The sealed ballot boxes from the polling places shall be received by a reception team.

3. C. Marking.

   1. (1) Each ballot box shall be marked as having been inspected before it is delivered to a ballot reception team; and
   2. (2) Each ballot box shall be marked with the batch label prior to certification in §D of this regulation.

4. D. Inspection and Certification.

   1. (1) The reception team shall:

      1. (a) Inspect each ballot box and its seal; and
      2. (b) Prepare and sign a certification of the box’s condition.

   2. (2) The certification for each box shall include:

      1. (a) The precinct number;
      2. (b) The seal number;
      3. (c) The condition of seal;
      4. (d) Any defects observed; and
      5. (e) The batch label.
