1. A. Participation. A local board is not required to participate in the program.

2. B. Notice of Participation. If a local board decides to participate in the program, the local board shall:

   1. (1) At least four months prior to election day, notify the State Administrator of its participation in the program; and
   2. (2) Except as provided in §C of this regulation, implement the page training program developed by the State Administrator under COMAR 33.02.04.03.
3. C. Waiver. A local board may request from the State Administrator a waiver of a program requirement. The State Administrator shall respond to a request for a waiver within 5 days of receipt of the waiver.
