1. A. The purpose of this chapter is to provide a uniform, nondiscriminatory procedure for the resolution of any complaint:

   1. (1) Alleging a violation of any provision of Title III of the Help America Vote Act of 2002;
   2. (2) Alleging a violation of any provision of the Election Law Article, Annotated Code of Maryland, relating to provisional ballots; or
   3. (3) Brought by an individual who feels aggrieved by an action of a local board regarding voter registration.
2. B. The complaint may include a violation that has occurred, is occurring, or is about to occur.
