An individual is eligible to participate in the Program if the following conditions are met:

1. A. The individual is a Maryland resident who is 65 years old or older who has a landline phone or a cell phone that does not block automated calls from the Program; and
2. B. The individual is capable of answering and appropriately responding to a daily phone call.
