The purpose of this chapter is to define the terms used in this subtitle, to identify the documents that are incorporated by reference in this subtitle, and identify the selection process and responsibilities of CO₂ authorized account representatives and alternate CO₂ authorized account representatives that perform various functions on behalf of the owners or operators of CO₂ budget sources or units. The definitions and documents incorporated by reference relate to requirements and procedures that apply to affected CO₂ budget sources and units to reduce emissions of carbon dioxide (CO₂) and other greenhouse gases into the air.
