The Department shall operate the State Pretreatment Program to:

1. A. Meet national pretreatment requirements; and
2. B. Eliminate contributions of pollutants discharged from industrial users into publicly owned treatment works (POTWs) which cause interference with or pass through the POTW, or contaminate the sludge.
