The purpose and scope of this chapter is to establish certain requirements pertaining to producer responsibility plans for producers of covered materials and to establish certain requirements pertaining to the implementation of the program pursuant to Environment Article, §§ 9-2501— 9-2512, Annotated Code of Maryland, including:

1. A. Clarifying:

   1. (1) The types of entities and individuals that meet the definition of producer;
   2. (2) Covered materials, and exempt and excluded packaging and paper products;
   3. (3) Covered services and covered entities;
   4. (4) The timeline for implementation; and

2. B. Establishing:

   1. (1) Categories of covered materials for registration;
   2. (2) Registration requirements for producers and Producer Responsibility Organizations (PRO);
   3. (3) Minimum requirements for Alternative Collection Programs;
   4. (4) Record keeping, reporting and production of records for producers and PROs;
   5. (5) Advisory Council membership and voting requirements.
