These regulations shall be construed to secure the just and speedy determination of every action. If a party fails to follow these regulations, either the hearing examiner or the final decision maker, whichever person is appropriate, may enter the orders in regard to the failure as are just, including limiting the issues to be heard and dismissing the request for hearing or entering an order on the merits against a party.
