- A. As a general principle, the files of a State agency are public records and may be inspected by interested parties to the hearing.
B. There may be exceptions:
- (1) If information is confidential;
- (2) If testimony is presented in executive session;
- (3) Under those imposed conditions set forth in State Government Article, Title 10, Subtitle 5, Part III, Annotated Code of Maryland, which generally provides for the inspection of public records.
- C. The legal staff may be consulted with regard to proper control of the inspection of files.
