These regulations describe the policies, procedures, and authorizations for making:

1. A. Loans to individuals and business entities in the State to enable them to modernize manufacturing operations, develop commercial applications for technology, or explore and enter new markets; and
2. B. Grants to local or regional Maryland governmental or nonprofit revolving loan funds.
