1. A. The Director, with the approval of the Secretary, may waive or vary particular provisions of these regulations to the extent that the waiver is not inconsistent with the State Finance and Procurement Article, §10-305, Annotated Code of Maryland.
2. B. A waiver is subject to the Board's prior approval.
