1. A. Eligible applicants include all political subdivisions.

2. B. The following political subdivisions may apply to the Secretary to designate a zone:

   1. (1) A political subdivision for an area within that political subdivision;
   2. (2) With the prior consent of the municipal corporation, a county on behalf of a municipal corporation for an area in a municipal corporation; or
   3. (3) Two or more political subdivisions jointly for an area astride their common boundaries.

3. C. Required Consent.

   1. (1) A county shall obtain the required consent of a municipal corporation before submission of the application for designation concerning that municipal corporation. The consent document shall be included as part of the application.
   2. (2) The required consent document shall be in the form required by the law of the county or the governing body of the municipal corporation, or both.
