1. A. The objective of the BRAC Revitalization and Incentive Zone Program is to manage growth in the State related to the federal Base Realignment and Closure (BRAC) Commission recommendations.

2. B. By managing growth, the Program will:

   1. (1) Enhance the State's ability to preserve natural resources;
   2. (2) Enhance the vitality of older neighborhoods; and

   3. (3) Increase the State's return on infrastructure investment by:

      1. (a) Encouraging new development within designated growth areas;
      2. (b) Directing growth related to BRAC in areas that are served by public infrastructure and mass transit facilities; and
      3. (c) Providing financial incentives to local governments to provide the infrastructure necessary to encourage BRAC households to locate in those designated growth areas.
