1. A. The master contracting procurement method is the exclusive method by which master contractor agreements may be awarded. Only a designated procurement unit may use the master contracting procurement method for selecting qualified bidders or offerors to be awarded master contractor agreements.
2. B. A unit of the Executive Branch may issue a secondary competition solicitation to master contractors.
