Each determination required by the State Finance and Procurement Article, Division II, Annotated Code of Maryland, or by this title shall be:

1. A. In writing;
2. B. Based on written findings of, and signed by, the person who made the determination; and
3. C. Retained in the appropriate procurement file for at least 3 years.
