The applicant shall furnish or pay for, or both, as elected by the utility:

1. A. Rights-of-way and easements in accordance with Regulation .03 of this chapter;
2. B. Required suitable conduit systems; and
3. C. Opening, resurfacing, and repaving of paved surfaces.
