A county shall include in its Aggregation Plan an analysis of historical and forecast trends in electricity prices, including:

1. A. A graph or table of historical Residential and Type I SOS prices for the most recent 36 months of data available for each electric utility within the county; and
2. B. A graph or table of a 36-month or longer forecast of residential and small commercial customer energy rates meeting baseline State renewable energy goals for each electric utility within the county.
