1. A. This chapter applies to an official or a candidate to be a State official who is required to file a financial disclosure statement under General Provisions Article, §§5-601(a) and (e), 5-603, 5-604, or 5-605, Annotated Code of Maryland.

2. B. Scope.

   1. (1) Except as provided in §B(2) of this regulation, this chapter does not apply to an individual who:

      1. (a) Is a public official solely because of the individual’s service on a State board, commission, or task force; or
      2. (b) Is required to file a financial disclosure statement under COMAR 19A.03.01.

   2. (2) This chapter applies to:

      1. (a) A member of the Parole Commission
      2. (b) A member of the Maryland-National Capital Park and Planning Commission;
      3. (c) A member of the Washington Suburban Sanitary Commission;
      4. (d) A member of the Washington Suburban Transit Commission;
      5. (e) A member of the Public Service Commission;
      6. (f) A member of the Workers’ Compensation Commission;
      7. (g) A member of the Maryland Lottery and Gaming Control Commission;
      8. (h) A member of the Maryland Automobile Insurance Fund; and
      9. (i) A public official who is a member of a board or commission and who receives annual compensation that is equal to or exceeds 25 percent of the lowest annual compensation at State grade level 16.
