Training is provided to employees in order to:

1. A. Develop employees according to their capabilities;
2. B. Train employees to perform their official duties with maximum efficiency;
3. C. Increase and enhance the retention of employees in State service and meet the State's personnel needs; and
4. D. Train managers and supervisors to be knowledgeable and skilled in the fair application of laws, regulations, and guidelines.
