These regulations apply to:

1. A. Youth diversion programs currently being funded by the Department of Juvenile Services;
2. B. A program which seeks funding from the Department of Juvenile Services as a youth diversion program; and
3. C. A program which is approved by the Department of Juvenile Services as a diversion program.
