1. A. Definitions.

   1. (1) In this regulation, the following terms have the meaning indicated.

   2. (2) Specialist.

      1. (a) “Specialist” means an employee assigned to a program to provide services of the sort that require specialized or advanced training in a specific field of study.

      2. (b) “Specialist” includes:

         1. (i) An addictions counselor;
         2. (ii) A case manager;
         3. (iii) A dentist;
         4. (iv) A dietitian;
         5. (v) A nurse;
         6. (vi) A physician;
         7. (vii) A psychiatrist;
         8. (viii) A psychologist;
         9. (ix) A recreation supervisor;
         10. (x) A social worker; and
         11. (xi) A teacher.

2. B. Qualifications. All direct-care staff and all specialists shall:

   1. (1) Demonstrate the potential for working with youth in program settings, as reflected by academic qualifications, personal experience, or a combination of both; and

   2. (2) Meet the minimum qualifications, as applicable, set by:

      1. (a) The Department of Budget and Management;
      2. (b) The Maryland Correctional Training Commission; and
      3. (c) Applicable law and regulation.
