1. A. In General. Except as otherwise provided in this regulation, the recipient of a State grant shall complete all of the work for which the grant was authorized:

   1. (1) In the manner approved by the Secretary; and
   2. (2) Within 2 years after receiving the State grant for that work.

2. B. Extensions or Changes.

   1. (1) If the grant recipient is unable to complete the work in the manner or within the time required, it shall promptly notify the Secretary.
   2. (2) For good cause shown, the Secretary may grant a request for a change in the manner of or time for completing the work.
