1. A. Affidavits. The Secretary may admit an affidavit as evidence.

2. B. Prefiled Testimony.

   1. (1) In the Secretary's discretion, testimony may be received in written form.
   2. (2) The testimony shall be filed with the Secretary and served on opposing parties at least 5 days before the hearing.
