1. A. Start of Proceeding. At the start of the proceedings, the Secretary shall:

   1. (1) Briefly explain the purpose and nature of the hearing; and
   2. (2) State the order of presentation of evidence.

2. B. Preliminary Matters. The Secretary may allow the parties, before presentation of evidence, to:

   1. (1) Present preliminary matters; and
   2. (2) Make opening statements.
