A public record subject to this chapter is available for public inspection and disclosure at the end of an offer cycle. An offer cycle for an individual applicant ends on the earlier of the following:

1. A. When an offer from the Maryland Agricultural Land Preservation Foundation is scheduled for review by the Board of Public Works; or
2. B. November 1 of the year when offers are being made for an applicant pool.
