The purpose of this chapter is to set forth minimum standards of care for the following animal shelters that keep dogs and cats:

1. A. A shelter that is owned by a county or municipality;
2. B. A shelter that a county or municipality contracts with for animal control services; or
3. C. A shelter that has received a grant from the Maryland Spay and Neuter Grants Program during the previous year.
