Upon approval of an application by the Department, the applicant shall execute an agreement. The agreement, among other things, shall obligate the applicant to:

1. A. Establish and operate an aquaculture project according to project specifications;
2. B. Provide any required funds for the project;
3. C. Bind any successor in title for the life of the project;
4. D. Maintain records as required;
5. E. Allow the Department to monitor the project to determine that the project is constructed and operated in accordance with any agreement.
