1. A. Contents. The hearing officer shall submit to the Board a decision that contains:

   1. (1) Final findings of fact and conclusions of law; and
   2. (2) A proposed order.
2. B. Effect of Regulations, Bulletins, and Preexisting Policies. In making a decision, the Office is bound by any regulation, bulletin, final order, or settled and preexisting policy of the Board to the same extent that the Board is or would have been bound if the Board were hearing the case.
3. C. Distribution of Decision. The Office shall send its decision directly to the parties and the Board.
