1. A. Application fees:

   1. (1) For a standard license, on-site consumption license, or incubator space– $5,000; and
   2. (2) For a micro license — $1,000.

2. B. Licensing fees:

   1. (1) For a standard license, on-site consumption license, or incubator space issued under COMAR 14.17.06, the licensing fees for initial licensure or renewal shall be:

      1. (a) Grower license — $50,000;
      2. (b) Processor license — $25,000;
      3. (c) Dispensary license — $25,000;
      4. (d) Incubator space license — $10,000; and
      5. (e) On-site consumption license — $10,000.

   2. (2) For a micro license issued under COMAR 14.17.07:

      1. (a) Grower license — $10,000;
      2. (b) Processor license — $10,000; and
      3. (c) Dispensary license — $10,000.
   3. (3) Licensing fees required under this section shall be valid for a 5-year period.
   4. (4) A licensed social equity licensee shall have the licensing fees in §B(1) and (2) of this regulation reduced by 50 percent by the Administration for each license type held by the social equity licensees.

3. C. Registration fees:

   1. (1) Cannabis agent fees:

      1. (a) Registration fee to be paid every 2 years —$25; and
      2. (b) Replacement identification card fee — $50.

   2. (2) Independent testing laboratory fees:

      1. (a) Laboratory registration fee to be paid every 2 years — $500;
      2. (b) Employee registration fee to be paid every 2 years —$25; and
      3. (c) Replacement employee identification card fee — $50.

   3. (3) Registrant:

      1. (a) Business registration fee to be paid every 2 years — $100;
      2. (b) Agent registration fee to be paid every 2 years —$25; and
      3. (c) Replacement agent identification card fee — $50.

   4. (4) Research and development fees:

      1. (a) Academic research institution fees:

         1. (i) Registration fee — $500;
         2. (ii) Renew fee for each subsequent or modified research project — $100;
         3. (iii) Academic research representative registration fee —$25; and
         4. (iv) Academic research representative card replacement fee — $50.

      2. (b) Research and development entity fees:

         1. (i) Registration fee — $1,000;
         2. (ii) Renewal fee for each subsequent or modified research project — $500;
         3. (iii) Research and development representative registration fee — $25; and
         4. (iv) Research and development representative card replacement fee — $50.

   5. (5) Responsible vendor training program fees:

      1. (i) Registration fee — $500; and
      2. (ii) Renewal fee — $250.

4. D. Qualifying patient and caregiver fees:

   1. (1) Identification card base fee — $25; and
   2. (2) Replacement identification card fee — $50.

5. E. Micro license conversion fees:

   1. (1) A micro licensee who wishes to convert the micro license into a standard license shall pay a pro-rated amount based on:

      1. (a) The number of whole months remaining on the initial micro license; and
      2. (b) The fee amount difference between a standard and micro license of the license type.

   2. (2) The conversion fee in this section shall be calculated by the Administration using:

      1. (a) For growers:

         1. (i) $50,000 for a full 5-year license term; or
         2. (ii) A pro-rated amount for each remaining whole month the initial micro license is valid.

      2. (b) For processors:

         1. (i) $25,000 for a full 5-year license term; or
         2. (ii) A pro-rated amount for each remaining whole month the initial micro license is valid.

      3. (c) For dispensaries:

         1. (i) $25,000 for a full 5-year license term; or
         2. (ii) A pro-rated amount for each remaining whole month the initial micro license is valid.
   3. (3) The conversion fee calculated under this section shall be paid in full within 18 months of the date the conversion is in effect.
6. F. Edible cannabis product permit application fee —$1,000.

7. G. Miscellaneous fees:

   1. (1) Transfer of 5 percent or more ownership interest in or control of a grower, processor, dispensary, on-site consumption, or incubator space license with entity transferee — $1,000;
   2. (2) Transfer of 5 percent or more ownership interest in a grower, processor, dispensary, on-site consumption, or incubator space license with individual transferee — $500 per person;
   3. (3) Change in the location of a grower, processor, or dispensary premises – $500;
   4. (4) License reinstatement fee — $2,000;
   5. (5) Receivership application fee — $1,000; and
   6. (6) Management agreement fee — $1,000.
8. H. At its discretion, the Administration may waive or reduce the fees established in this regulation.
